Turning Comments Back On In Blogger

I've been desperately scavenging the Internet trying to find some advice for turning my comments on.

I used to have comments and then I turned them off about a month ago. I've changed my settings back so they would be on again but they aren't showing up.

Is this common? Could anyone please advise me on how to get them to show back up?
