Google Search Result - First Line

Hello, can anyone tell me how Google comes up with (or creates) the first line of each search result? 

I used to think it was copied from whatever was in the <title> </title> tags, but my website title doesn't match what Google comes up with? 

I have attached a pic that shows what I am talking about.
