DNS Only

I have an unusual question that hopefully someone would be able to answer. Lets say someone wants to host their sites on their own servers either at home, in their office, etc how would they go about the dns aspect of this? Would you be able to contract with a hosting company such as Rackspace.com etc to provide the dns registration services only or would you need to subscribe to a full hosting plan with them for this? How much would "dns only" service cost?
