TeXCAD is a free, open source (GPL) drawing application that supports LaTeX. It may or may not be useful to anyone wishing to create LaTeX (pictures). It is available for most desktop platforms (including Windows, Linux, Mac). The drawings are rendered in LaTeX (picture) environment. These montages can be included in ordinary LaTeX documents.
TeXCAD doesn't use TeX internally to render it is only semi-WYSIWIG. Where the end document is to be rendered in CM10 and CM12 this may not be too much of a restriction. The current version supports text labels, curves, boxes, and a few more.
